Technically he can because he's from Africa and now he's American, but too many people now use African American as a synonym for Black people. I did experience having a white friend from SA and she's a blonde girl (no it's not Debbie) and she says she's an African American and people get butthurt even after she says she's from SA.
It's also fun seeing people calling non-American Black people African American. Like Nelson Mandella. Someone got mad when I said "dude, he's not even American"
