Technically he can because he's from Africa and now he's American, but too many people now use African American as a synonym for Black people. I did experience having a white friend from SA and she's a blonde girl (no it's not Debbie) and she says she's an African American and people get butthurt even after she says she's from SA.

It's also fun seeing people calling non-American Black people African American. Like Nelson Mandella. Someone got mad when I said "dude, he's not even American"

It was both white and black people, though there were more white people who were more understanding after she mentioned she's from SA. A lot of the ghetto Black people can't seem to grasp the concept that there are other people than Blacks living in Africa.

I'm not sure the exact reason for that either, but I think it could be like a way to make others think they're not racist. Sometimes reading too far into thinks can make you look more racist than you trying to stop racism.
